Located at the crossroads between the North, the Northwest, La Tortue, and the neighboring Artibonite, this city has great potential for commercial, cultural and production exchanges. A region with a magnificent landscape, set on fertile land crossed by springs and rivers, it is inhabited by a welcoming and cultured population. The local economy is based on agriculture, livestock, and trade. Within the municipal boundaries are over two dozen historical sites, more than a dozen waterfalls, and ten mystical places (including Vilokan, "the link between Haiti and Africa").

Anse-à-Foleur (31,252) This small town is known for being a point of attraction for thousands of people looking for miracles. Much of its cultural identity reflects its role as the site of the local replica of Jerusalem's Temple of Solomon, which feaures Sainte-Anne, the town's patron saint. Pilgrimages to the patron saint draw great masses from other regions of the country and also the diaspora. The local economy is based on agriculture (cocoa, coffee, fruit, rice, and honey) and fishing. The town also hosts two natural caves.
