Haiti Local

Route Departementale 104 (RD-104) is a departmental road in northern Haiti. It runs from the town of Limbé in the North Department westward to the coastal commune of Borgne. The roadway serves as a vital connector, linking the agricultural valleys around Limbé with the fishing ports and seaside settlements of Borgne. Along its course, Route 104 traverses predominantly flat rural landscapes, providing one of the few direct road links between the northern plain and the remote northwestern coastline.

Route description[]

Route 104 begins at Route Nationale 1 in the town center of Limbé. The road crosses less than a thousand feet later thereafter into the Ravine Desroches section. The road crosses over a ravine of the same name, and continues past the border of Port-Margot. The road then curves north, forking right at the Petit bourg de Port-Margot Road to parallel the Rivière de Port-Margot. Just 2.5 km (1.5 miles) north is the location of Port-Margot's town center, which Route 104 passes and grants entrance to. The road continues northward for another 5 km (3 miles) until it hits the district of Bayeux, where it turns west to run along the coastline of Port-Margot's Lower District. The road then crosses a bridge into the commune of Le Borgne where it continues along the coast ending at the Borgne town center. Roughly a quarter-mile before its terminus, Route 104 intersects with Route 52, which provides onward connections to Borgne's rural interior. The route concludes shortly thereafter at the heart of Borgne.

The stretch of road that connects Limbé to Port Margot encountered a major problem with the erosion of the banks along the Port-Margot River, which posed a risk of cutting off land transport access to the rest of the department. Recent improvements to the road have eased certain transportation challenges, addressing plans to build a new bridge in Bayeux, as well as an additional one over the Borgne River.

Characteristics[]

Route 104 extends for 28.9 kilometers from its junction with the RN-1 at Limbé to Gros Sable in Borgne. The alignment is divided into six official segments ranging from less than one kilometer to stretches of over 11 kilometers.

The roadway is composed of two distinct surfaces. Roughly 47% (13.7 km) is paved in asphalt, while the remaining 53% (15.2 km) is surfaced with granular material. The asphalt sections are 7 meters wide, with small 0.5-meter shoulders along most of the route, though some parts have no shoulders at all. The gravel sections are a bit wider, around 10 meters, but they don’t have any shoulders.

Usage and condition[]

The asphalt portions of RD-104 are used in both suburban (80%) and urban (20%) contexts, while the unpaved granular stretches serve exclusively suburban areas. Topographically, the entire length of the road lies across lowland plains. Surface quality varies considerably: the asphalt is rated in generally good condition, although it suffers from potholes, cracked borders, and sections with medium-severity fissures and detachments. The granular portion, by contrast, is classified in poor condition across its entire 15.2 km, with rough surfaces and limited maintenance.
