Route Communale 400-B (RC 400-B) is a local coastal road in the Southeast Department of Haiti that runs approximately 31 kilometers along the Caribbean shoreline between Trou-Mahot and central Jacmel. The route serves as a local road in Bainet, Sud-Est, providing the primary coastal connection for several seaside communities while offering an alternative to the inland Route Departementale 401.

Route description[]

Route 400-B begins at its western terminus in Trou-Mahot, Bainet, where it branches off from Route Departementale 401 at a junction where 401 turns northward into the mountainous interior. From this split, Route 400-B continues straight eastward, maintaining its coastal alignment as it follows the natural contours of the Caribbean shoreline.

The route proceeds through the rural coastal areas of Bainet commune, passing through small fishing communities and agricultural settlements that dot the shoreline. The road provides essential access to these remote coastal populations, many of whom depend on both fishing and small-scale agriculture for their livelihoods. As it travels eastward, the route maintains relatively low elevation, staying close to sea level while winding around coastal inlets and small bays.

Continuing along the coast, RC 400-B passes through Grand Banguin, a small coastal settlement, before reaching the picturesque community of Ca Titi. The landscape along this section remains predominantly coastal plain, with occasional low hills rising inland from the shore. The route then continues to Bellevue, another coastal community that offers scenic views of the Caribbean Sea, before making its final approach toward Jacmel.

As the highway approaches Jacmel, the terrain becomes increasingly challenging, with the route taking on a notably serpentine character as it navigates the rugged coastal topography and steep ravines that characterize the approaches to the port city. This winding section requires careful navigation as the road curves dramatically to accommodate the natural landscape features and coastal geography near Jacmel.

Near its eastern end, the route encounters a significant infrastructure gap where a bridge is missing, requiring travelers to cross the river by alternate means before continuing on the opposite bank. From the right bank, the route resumes and enters downtown Jacmel, where it follows Rue de la Comédie eastward through the historic commercial district. The route then makes a left turn onto Avenue de la Liberté, following this major urban thoroughfare northward for a short distance before reaching its eastern terminus at the intersection with Route Nationale 4 (which runs on Avenue de la Liberté) and Route Departementale 402 (which runs on Avenue Barranquilla), providing direct access to Jacmel's central business district and connecting to the broader national highway network, completing the coastal link between the rural communities of Bainet and Haiti's important southeastern commercial center
