La Victoire was founded in 1848 and granted municipal status in 1952. It was formerly a district of the town of Ranquitte. The commune was originally named David Troy in honor of David Troy, a valiant colonel of the 22nd Regiment of Line Infantry and a senator of the Republic, who played a significant role in the early 19th-century conflicts of Haiti. In December 1802, Troy abandoned Mirebalais as Pétion took control, establishing his camp at Savane La Roue, while providing refuge for the sick and wounded in local churches during the chaos. Troy continued to distinguish himself in multiple military engagements, including the arrest of Magloire Ambroise in 1807, and in battles such as the clash at the Verrier plantation in 1808 and the fortification at Poix la Générale. He ultimately fell on June 21, 1809, during the assault on Fort de la Soude at Grande-Rivière. In recognition of his bravery and contributions to the republic, the settlement founded in 1848 bore his name until it was renamed La Victoire in 1952 upon gaining municipal status.
Over the years, the commune developed around agriculture and local crafts, serving as a modest trading point for surrounding rural areas. La Victoire is located inland within the North Department of Haiti, at 19.3353° N, 72.0216° W. The commune covers a total land area of 31.35 square kilometers (12.10 square miles), of which approximately 97% is suburban and rural and 3% is urban, according to the IHSI.
The terrain consists primarily of plains, with fertile land that supports agriculture, including crop cultivation and livestock grazing. Its relatively flat landscape facilitates local trade and transportation, with roads connecting the town to Saint-Raphaël and neighboring villages. La Victoire is bordered on the north by the town of Ranquitte, on the east by Mombin-Crochu in the Northeast Department, on the southeast by Cerca-Carvajal in the Central Department, and on the west by the town of Pignon. The town’s land area lies amidst rural landscapes, small farms, and artisanal plots that sustain the local economy.

Education
The Ministry of National Education has been represented in the commune by a school inspection office. At the last census, the town had eleven primary schools (3 public, 7 private and a congregational) and one secondary school (private). In addition, there is a vocational education center and ten literacy centers.
Health
The Ministry of Public Health is not represented in the commune of La Victoire. The town has two healthcare facilities, a health center with a bed and a clinic, operated by a doctor, nurse, and a few auxiliaries.
Utilities
A river, combined with a few springs, taps and pumps were counted in La Victoire. The commune is not electrified. In terms of communication, it does not have a radio station, newspaper, or television station.

Religion
Nearly 23 temples of all beliefs have been enumerated in the commune. These temples are divided into Catholic, Baptist, Adventist, and Pentecostal.
Organizations
There are two Popular Organizations and two Farmers' Groups in the Commune.
- Friends of LaVic works to address the issues of illiteracy and malnutrition by offering education to those who cannot afford school. Donations to FOL support the employment of 16 local people at the Olive Foundation School or Orphanage. Additionally, contributions help provide a daily hot meal for over 300 students and the school staff.
- Sustainable Action International works to empower people and enrich lives through Christ. They provide for basic needs, support economic development, and cultivate discipleship.
Leisure
After-hours establishment in La Victoire, Haiti
Popular among young people of the town and overseas nationals alike is Basen Long Beach, located on the Gouape River, largely used for organized days and cultural activities. Among the other forms of entertainment in the town's are its six gaguères, the football (soccer) field, and a volleyball court. There is a recreation center, "Victoria New Wave Night Club" next to the parish hall. On the quieter side, the town has two libraries, a public square, and a movie theater. La Victoire celebrates its patronal holiday on November 22 in honor of Saint Cecilia.
