Dumas is the first communal section of the Fort-Liberté municipality in Haiti's Northeast Department. Located along the northeastern coast near Fort-Liberté Bay, Dumas includes both rural settlements and areas of growing industrial activity, such as the community of Dérac. Known for its dry climate and limited infrastructure, the section supports livelihoods primarily through fishing, small-scale agriculture, and trade.

General Thomas-Alexandre Dumas (also variously recorded as Dumont in some sources) was the French commander at  in 1803. Dumas was the first person of color in the French military to become brigadier general, divisional general, and general-in-chief of a French army.

• In 1803, General Daut Brave left the Sicard plantation to join the fight against the French, establishing a camp of 3,000 men at Jaquinville. That same year, Fort-Liberté was surrounded—blockaded by the English at sea and by Haitian forces on land. French commander General Dumont requested a meeting with Brave at Sicard, proposing the opening of a market at the city gates. Instead of responding, the Haitian forces seized Dumont and brought him to the Blancourt plantation in Trou-du-Nord. With no other option, the French surrendered to the English, who transported Dumont to Cap-Français (Cap-Haïtien), where he was handed over to General Rochambeau on September 8, 1803.

Dérac is a small, underserved coastal community located within Fort-Liberté’s first communal section, Dumas, across the bay from Ville de Fort Liberté. Nestled along Fort-Liberté Bay and approximately 10 kilometers (6 miles) east of Terrier-Rouge, Dérac has a population of around 6,000 people. Despite being situated in a region targeted for economic development, Dérac remains a dry and economically challenged area with limited infrastructure and scarce employment opportunities. Most residents rely on fishing or fish trading for income, taking advantage of the community's proximity to the bay. Agriculture plays a lesser role due to the arid conditions, and industrial employment remains minimal despite nearby development zones.

A central institution in the community is L'Église Baptiste Philadelphie de Dérac, founded in 1941. The church also runs a school that serves approximately 300 students from preschool through 6th grade. Beyond education, the school provides daily meals, offering a vital support system for local children.
