The Ducis Market is open to shopkeepers from all towns in the South and also from Grand'Anse. Note that the majority of the taxes collected in Ducis do not supply the neighborhood's public treasury.
Infrastructure[]
Transportation
The roads connecting Ducis to the communes of Torbeck and Chantal are in very bad condition. That connecting to the community of the Rivière-des-Mornes and Les Platons is impracticable. No accessible road to Camp-Perrin. When the Rivière Acul du Sud is in flood mode, access to Ducis from Chantal is impossible, from where the need to build bridges / bridges to facilitate the access of local populations to the local fair. There is a bus which transports passengers between Ducis and the capital, which is particularly frequented by vendors of maize called madan sara . Many vans provide service on the Ducis - Cayes circuit.
Education
The right to free primary education is constitutional. However to Ducis at the primary level, it is inaccessible to all and still remains a luxury. Ducis has a single National Primary School and about twenty private schools, primary education including those of the community of churches. A little more than half of the disadvantaged and needy children of school age of Ducis do not attend any institutions. The presidential program of free primary education has not yet affected the population of Ducis. According to the opinion of some schoolchildren in the area, the structures in place are not adequate for good learning. Lack of space, lack of didactic materials. Considerable lack of teachers at the basic level, and there is no high school in Ducis. The private sector provides basic education. The quality of basic education is no better than that of primary and leaves much to be desired because of a lack of structures (schools operate or in tents, or in homes in poor condition, no playground complying with the standards of the Ministry, no playgrounds, no library equipped) and lack of quality staff. Access to school books is almost zero. The highest level of classical study in the area is the Rétho. The students are obliged to buy very some expensive some books and leaflets prepared by improvised teachers and which do not meet the curriculum established by the competent authorities in education. There are seven vocational schools in Ducis with all the existing problems and a training center of paramedical technicians.
Health
Ducis does not have any health structure of the national health system. The inhabitants consult the hougans, the leaf doctors who are generally the healers. The health care is also paid for by Catholic sisters at the "DISPENSAIRE ST PIE X DE DUCIS" and by Miss Ligonde Marie Roselaine. The deliveries are generally carried out by wise-women. The nearest health clinics are those of Chantal, Bourry, Torbeck and Camp-Perrin which are at a radius of about 15 to 20 kilometers.
Utilities
The colossal effort of organized civil society over the past few years has allowed the electrification of the area, according to the current first Torbeck bishop, Ernst Voltaire Ducis is electrified, however the Guilgo area and porte canal will be soon electrified at the request of the authorities. However because of the project of reconstruction of the network the project is temporarily suspended. It should be noted that the municipal council had contributed 400,000 gourdes. "Note that Ducis is about 20 km from the Mathurine Falls hydro-electric plant at Camp-Perrin.
Ducis has a drinking water supply system. The last recorded cyclones in the country have particularly sabotaged it. Currently, water is flowing in the public fountains due to the quality of the water. water remains to be demonstrated. DINEPA should go to the site to ensure water control. Households in Ducis usually have latrines built by NGOs. Outdoor fecal remains a challenge. Ducis has an obsolete irrigation system that is very useful in agriculture.
Energy and environment
The only one used by the population of the area for cooking is wood and its variants, charcoal. Deforestation is obvious. No reforestation campaign. The environment is less polluted compared to cities.
Security
The Ministry of Justice and Public Security is totally absent from Ducis. Despite the importance of this district both in terms of its demographic size and its weight in the economy, the district of Ducis does not have a police clerk. In the last years, there have been several attempts to install a police sub-commissioner in the corner. The project did not see the day. The security climate is relatively stable in the zone, except for certain situations due to land disputes (land related) or water management disputes for irrigating fields. Juvenile delinquency is at the lowest level. except for some altercations on market days. Ducis depends on the municipal capital in matters of Justice. The court of Peace of Torbeck is the instance which serves the justiciables of Ducis. The project has not come into being. Tourism. Monuments and sites
The Fort Des Platons is part of about twenty military constructions built on the territory of Haiti after independence in 1804: this defensive system was directed against a possible return of the French, former masters of the colony of Santo-Domingo. The Fort des Platons was built under the direction of General Nicolas Geffrard, father of President Fabre Geffrard. The ruins of the fort are located in the district of Ducis. Ducis could be a destination for ecological and rural tourism. An ideal spot for hiking holidays with its rivers, irrigation canals and low-pollution environment. The "Porte Canal" site in Dubreuil attracts young people and pilgrims who come every year to celebrate Saint Pie X.
Les Platons[]
Platons was established as a military post of the Les Cayes District, specifically in the mountainous area of Laprente within the commune of Torbeck. The location featured a rural school and a chapel. The Platons, also known as Défilés, are positioned in front of the Macaya. The Ravine des Mornes, which irrigates the Torbeck Plain, originates from the elevated areas of the Platons. From these fortified elevations, one can oversee the entire Les Cayes Plain as well as the Plaine des Orangers (orange tree plain), located between Saint-Louis and Cavaillon.
• In 1792, slaves in the Platon Mountains initiated a rebellion advocating for the rights of men of color. This rebellion grew in strength, instilling a persistent sense of fear among the white population of Les Cayes. The insurgents, under the leadership of one of their own named Armand, took control of elevated, wooded terrains interspersed with deep ravines along the Fond plain.
In an effort to quell the unrest, Governor Blanchelande personally approached the Platons, attempting to mediate with the armed blacks who were absolute in their refusal to give up their weapons. On August 6, he mobilized three columns of troops to confront them. Establishing his command near the insurgent camp at the base of the Platons, where Armand and his forces were stationed, Blanchelande faced a formidable group of 10,000 blacks spread over a vast area of six leagues, armed with only 900 rifles, along with pikes and stones.
In the afternoon, the insurgents launched a fierce assault on the first column of white troops led by Deschet, striking from both the front and the sides. Faced with a relentless barrage of bullets and stones, Deschet was compelled to retreat in disarray over the towering heights of the Platons, navigating the treacherous gorge known as Dompte-Mulatres, which is characterized by its steep cliffs. His division suffered devastating losses, with many prisoners meeting a grim fate as their throats were cut.
Meanwhile, the second column, under the command of Thiballier, remained oblivious to the destruction of the first group and initiated their attack on the 7th. The negroes, concealed behind trees and rocks, unleashed a brutal and concentrated fire, overwhelming the white forces from all directions. Ultimately, the whites were forced to withdraw from the battlefield, suffering significant casualties, including the loss of Lieutenant Colonel Doyle of the 88th.
Samson led the third column, which had managed to drag a cannon through this treacherous terrain. Just as they received the command to retreat, they were ambushed from all directions by the black forces, who seized the cannon and killed Samson. Meanwhile, Armand launched an assault on the Blanchelande camp, but Rigaud successfully defended against him. Unaware of Thiballier's defeat, Armand sought an armistice from Blanchelande, who agreed to meet with the black leader. After waiting for two hours, Armand heard the sound of drums from the insurgent camp, signaling the news of Thiballier's loss. This revelation spurred the black leader to encircle the white forces completely. The mountains erupted in flames as Blanchelande decided to retreat to Les Cayes. However, his army was attacked, their supplies were set ablaze, and they abandoned their artillery. The defeat was total. The black forces relentlessly pursued the fleeing whites, burning and looting their homes. Blanchelande could only regroup the survivors at Camp-Gérard, close to Les Cayes. Upon his return to the town on August 10, 1792, the citizens blamed him for all their calamities. Armand and Gilles Bénech emerged as the sole leaders of the Platons, effectively surrounding Les Cayes.
Polvérel made the decision to confront them and arranged a meeting at the Smith plantation. The group arrived there, leaving behind their fortified encampment at the Platons, confident in the allegiance of the national civil commissioner. While he engaged in discussions with them, Colonel Harty, leading a battalion, advanced towards the Platons, crossing the beautiful Fond-Palmiste River without encountering any resistance. Upon arrival, he discovered only old men, women, and children present. Tragically, these innocent people were brutally attacked with bayonets; the infants at the breast had their skulls smashed against the rocks; the old women were thrown into the abyss, and young girls were subjected to sexual violence before having their throats cut. This brutal campaign allowed Harty to seize control of the Platons on January 12, 1793.'
Polvérel hurried back to Les Cayes, prompting the insurgents to scatter in disarray. Once he departed the city, chaos ensued again, leading to a second encounter among the Platon insurgents.
• In 1804, the Haitians constructed a citadel atop the Platons, following the design of engineer Morancy, a man of color, with Nicolas Geffrard overseeing the construction. This citadel features an underground bomb-proof barracks. General Nicolas Geffrard, who passed away in Les Cayes on May 30, 1806, was buried there.
• In 1805, Germain Picot, a former officer of the 18th half brigade, rebelled against Dessalines and seized the Platons citadel with a small group of farmers he had rallied to his cause. General Moreau advanced from Les Cayes to confront the insurgents. Geffrard led the cavalry, courageously ascending the hills of the Platons. Germain Picot managed to fire a single shot from a grapeshot cannon before retreating into the woods with his followers. Eventually, Germain's head was brought to Les Cayes on March 9, 1803.
• On April 7, 1846, the Piquets suffered a defeat and were scattered there.
• On May 1, 1862, the insurgents from Les Cayes departed from their encampment at Carrefour-Canon to establish a stronger position at Platons, where they anticipated enhanced resources for resistance. Colonel Pierre Joseph, the commanding officer of the fortress, permitted their entry.
The view is remarkable, showcasing the peaks of Mornes la Selle that overlook the municipalities of Marigot and Port-au-Prince.
