Bas de Sainte-Anne (English: Lower Saint Anne) is a communal section in the Northern Department of Haiti. It is the first communal section of Anse-à-Foleur.
This section was formerly called "Rivière des Negres".

Bas de Sainte-Anne was originally the seventh rural section of the municipality of Borgne. It became the first in the town of Anse-à-Foleur since the creation of this town that dates back a few years.
• In 1831, a man named José first found a sample of mercury on the Couvée habitation, which he gave to General Bottez, father, commander of the district. The soil gives off a sulphurous odor, and gives an acid taste to the spring water, especially during the drought. This acidity of the sources of Couvée and Benazeth is certainly caused by the presence of sulfuric acid due to the decomposition of the pyrites on which their waters flow.

From L'Anse-a-Foleur, the northern limit of the Port-de-Paix Borough goes up the river of Saint Anne's Basin in a southerly direction to recognize the point which separates the communes of Borgne, Gros-Morne and Plaisance. The river has a slope of 8 mm per meter; it drains into the sea around Petit Saint-Louis. It is in this rural section, on the Couvée habitation, opposite that of Bénazeth, that there probably exists a cinnabar mine reported to the government by General Bottex Pere in 1831. No samples were taken. All along the shore there is a bead of stones composed of porphyry, jasper, olivine, stones, sand, marble and quartz, which the sea throws in its flow, as the Massacre River rolls them at the bottom of its vast basin.
This admirable rural section is the most interesting of the commune of Anse-à-Foleur, and perhaps of all the Saint-Louis Borough, part of the granary of the Northern department. The cocoa tree is abundant. Everything grows vigorously and profusely
